Loki's regular evolutions bump combo has a 34,000 damage One Way Laser which is one of the best in the game. If you are able to position him in the right spot you can deal a consistent amount of high damage attacks on the boss. Though it's not out in NA, the 'Waku Waku Fruit' adds an increase bump combo damage effect which makes his bump combo damage skyrocket to 42,540 attack! Loki's ascended form gives him the following: One Way Laser XL, Explosion type bump combo, Null Damage Wall, Fiend Slayer, and the Flight ability. These are extremely rare and versatile traits to see on a monster.
Compared to the 6 star monsters that are available, Loki has a low amount attack and HP with an unreliable Strike Shot that relies on your positioning to deal a massive amount of damage. Because he has the Mine Sweeper ability with a One Way Laser bump combo, if you were to go collect the mines then you would be out of position for your bump combo. These two don't synergize well at all.
Summary
Even though his ascended form has higher stats, his regular evolution has the 34,000 damage bump combo and it alone, is worth it to evolve Loki instead of ascend. Learn to position him correctly and you will be able to have a high consistent damage output. However, keep in mind that his HP is lower than most 6 star monsters, so you'll have to compensate for it with the rest of your team.
